Fast then forever slow download speeds

Yesterday I seemed to have a problem with utorrent. My downloading speed at first was like 2.1 mb/s but then would go down to like 10kb/s. I thought something was wrong with the torrent so I uninstalled and re-installed with no success. Then I decided to switch to bitorrent by downloading it to see if anything changes. Well, the same story happens. Downloading went up to like 2.2 mb/s maximum and then comes down to like 10-15 kb/s. At first I thought maybe something wrong with my internet connection, but then I tried to download the same files on my older computer and quess what, it downloads at 2.1 mb/s consistently. Also the settings for bittorent on both computers are the same. I am not sure what the problem is, I quess it lies within the computer, but I can't figure out what it is. Both computers have the same antivirus program, but it is just that in the former computer download speed goes up and then down. Here is a picture so you know what I mean. Can someone explain what is going one? I ran a speed test, opened everything that pulls harder my internet and all of them worked normally, except for uTorrent.
It's some kind of patch or something that the are doing? Something went wrong with torrents lately?

It seems like once the program has been open for a while (BitTorrent in my case) it slows down the download speed. Whenever I start the program again with the torrent newly added it goes up to about 500kb/s; and then after a couple of minutes the download speed goes to 9.6kb/s.
Anyone got any clues?
