It uses DHT with versioned and signed values. Anyone using it has to run a node. To use it in your browser, visit the setup page to configure a custom protocol handler. Publishing is done via a command line tool. URLs look like web+bz://name:fingerprint/path Anyway, it's all in the read me I think.
