upload limits not being obeye

hello,

this is the first time i've posted...

i use bt7 build 21333

i set the upload limits to 3-5 kbps

and when i am browsing the web

bt7 obeys those upload limits

however, when the computer is idle

and i check the progress of my downloads

i sometimes see that 1-2 downloads are uploading

at 120 kbps! this sounds absurd but it happens quite frequently

(it feels like someone is hijacking my bandwith)

any advice? suggestions?
