How To Add A New File In A Torrent File That Already Exists, But Is Incomplete?

All guys, I have a file that is not fully Torrent files that I downloaded already. So, how do I add it so that anyone can gain access to the full content shared during I seed? Or how to inform this to the Tracker?

Any help or ideas will be greatly appreciated, thanks in advance!

 

Note: Maybe the uploader forgot to add or didn't have it..! (just an image file).
