Tracker And Ratio Question

I am fairly new to uploading torrents and stuff, so I have a few questions I'm hoping someone will be able to answer.

I am looking to create my own small (legal) torrent site, most likely in a forum format. The questions I have are:

1. How do you create a private tracker (and how do they actually work?)

2. Is there a way I can track the ratios of the members on my site? If there is not actually a simple way, I remember seeing a signature which tracked ratios, but I can't seem to find it anywhere. If anyone knows where to find it please let me know.
