New torrent doesn't start uploading

I recently reinstalled my Windows, and now I have a problem with the torrents I create. I had no problems before, but now, after I create a torrent, even if I send the torrent file to one of my friends, it never starts uploading.

What can the problem be ?

Here's some other details that may be of use. If I stop the torrent, then do a recheck, it stays at 0% and it never starts again. Event though I created the torrent and the files are still there.
