I believe the client only uses DHT (hope this later is optional). Both clients in the network would need to successfully navigate the DHT to 'find' each other, even if on the same local network (someone correct me if I'm wrong). If the network configuration is somehow to blame, then it's simply not going to work. You can try connecting both through your phone's wifi in tethering mode (using mobile data plan).
