Slowdown On 7.9.2

For the past month Bittorrent has been slowing down my pc to the point where i can't move the mouse.
This only happens when a torrent starts downloading and seeding.
When checking resource manger cpu usage is at 15% BitTorrent at the bottom disk usage 1%
No antivirus installed and using windows built in firewall. 

Pc specs:i7 3770k 32gb of 2400mhz ram 
OS: Windows 8.1 64bit
The client is 7.9.2 build 34947
