How To Stretch Down Info Panel ?

My info panel  rose up , and İ cant see here `tool` for stretch  it down and when i bring the mouse to top of corner info panel , here does not appear < up-down approw  > for  stretch it down.

I have the same problem. I can't believe maxxam and I are the only one's this has happened to?

Maxxam were you able to find a fix for this problem?
