Confused About The Availability Of Seeds

Last night, I got a file and it looked like I had enough seeds or there was 100% somewhere.  Can't remember where I saw it now.  It was all green.  Now today, it was downloading and now it's connecting to peers and it's now 12.7% and there are some red.  Does this mean the person who has all the parts just isn't online seeding right now and  might have more seeds later or never?  Just a bit confusing to me.
