Stuck at 1-1.3 MB/s, while connection allows for much more

Speeds never reach past 1.3 MB/s, and when I try to lower my upload rate, (it's usually about a constant 100 KB/s) the download slows to about 10 KB/s. What is the problem? My friend can get up to about 2 MB/s with his connection, and it's much slower than mine.
