time warner extreme 30/5

I just upgraded to time warner extreme, 30mb down and 5 meg up. Well ever since i can start downloading a movie and it will surge to 1.7 meg a sec and within 15 seconds it down to almost nothing but may spike up to 50 for a second then go right back down. Does anyone have ideas
