Add Torrent Function Without The Need To Upload It.

There is a option in Bit-torrent to add a torrent from end user directory, but it wont work and can't be seen or downloaded if it isn't uploaded to a specific storage web space on internet

 

I was wondering is it possible to add a Add torrent function without the need to upload the torrent file to internet, so it can be accessed directly for other users from Bittorent.

 

Example:1

Maybe once I add my torrent from my directory, somehow the Bittorent can index it on the fly or something and save it to temporary location until  is downloaded from other users and after that can be flagged as active torrent and from that point somehow it will automatically gets uploaded to internet, to a random or specific location.
