For some reason I can't connect to any P2P peers. I've disabled any firewalls and obfuscation I know of. What else is there to try? (I've tried many different P2P clients, and different versions, I tested my other computer with Windows XP and the same torrents are working fine.)

Somehow I was signed out and this was posted as a guest, I was oblivious. Regardless I've been troubleshooting this for two hours without success.

I have Googled it and searched high and low for solutions, I've tried them all.

What internet security software do you have installed?

In many cases, just disabling them isn't enough.

None. Fresh install of Win7. Disabled all firewalls, deactivated windows defender. Turned modem Firewalls off.

In many cases, just disabling them isn't enough.

Problem fixed! Tweaking with all kinds of firewall settings have seemed to resolve it.. I can't really say what specific option fixed it. I was changing many at a time.
