Slow Download After Reinstalling Windows

My download speeds have plummeted since I installed a fresh copy of windows on my laptop. Before, when I would download famous movies, I would always get my maximum download speed (around 8.5 MB/s). But now, I always have the red or orange icon, and my download speeds have been so slow, most of the time 1 MB/s if the movie has lots of seeders. Before even if the torrent said that it only had around 500 seeders, i would get my maximum download speed.

All my firewalls and anti virus are off.

What can I do to fix this?

I havent. But I didnt need to before I installed a fresh copy of windows. 

Im also not very confident in myself when messing around in my router's settings, before i changed something inside and it made me lose internet for a whole week.

You should Backup your router's settings.
Log into your router using a browser.
Depending on your router, the address could be...

http://192.168.0.1/

...or something very similar.
Check the on the router itself for the login credentials, but the defaults are usually:
username = admin / password = password.
There should be an option to Backup/export your router's settings to file.
Then if something goes wrong, you can restore the settings from that file.
