Only Transfer while PC is idle

This is the great feature in Bit Torrent , it allows you to

download while Your PC is idle .

here user interaction means moving a mouse or using a key board .

Now what if i am streaming online video ,

i don't have to move my mouse while i am online video

Now what if i want to pause download while i am watching videos

is there any way to do this ?

if not is there any way to reduce downloading speed to zero/or almost to zero automatically

while i am browsing ,
