Upload stuck at 255kb/s

Windows 8: So I am trying to transfer files over to a friend. I used to get upwards to 2MB/s but now I am getting 255kb/s upload - both tested using Hamachi network transfer and Bittorrent with private trackers and direct connect also tried with public trackers.

I am using the Cysco Equipment: DSA3212 for my router and have it directly connected to the computer via cable. I use COX cable 15MB bundle. I did go over my usage this month (cox has a usage limit at 200GB with 200GB allowance... which I just found out about, but I was not told this at all) I am currently using just windows firewall with Peerblock IP control enabled (disabled doesn't change file transfer or upload rate neither does disabling firewall or adding exceptions.)

Cable providers are prone to use burst-boosting such as speedboost to make those numbers potentially inaccurate.

Additionally, demand metrics in the torrents your using may prevent higher speeds, as can bad settings.
