Newb questions about seeding

I didn't know there was such a thing as "reseed"! I thought that once a seed fails to perpetuate, the torrent becomes dead. I always felt that there should always be a library of complete files somewhere that the trackers could resort to should seeds in the torrent community fail to perpetuate. Could this really be the case?

In reply to admin's response to Skylark's question, sometimes seeds do reappear after a time. I have had some torrents as active downloads for several weeks and thought were hopeless to finish, only to have a seed show up in the swarm after that much time. I have no idea what prompts a user to reseed some of their files at times! How would they even know someone is trying to download it?
